REPORT OF THE SURVEY ON ATTITUDE AND PRACTICE OF THE RESIDENTS

Purpose of the Survey

The purpose of the survey was to find out the attitude and practice of the residents to their AOA, whether the residents could exercise their rights and interests and guarantee their living environment through the AOA, how the AOA operates to fulfill these rights and interests.

Method of conducting the survey

The survey conducted among the 51 apartment units from #14,15,16 apartment buildings of the 1st Horoo, Chingeltei district that represents a case study “Evseg Nohod” AOA. The apartment units involved in the survey have been chosen accidentally.

Main information from the survey

About main on the activities of the AOA:
Participants of the survey have very simple knowledge like who is the Executive Director of the AOA, the treasure of the AOA consists from tenants monthly collection, and the treasure of the AOA should be expended to supply normal use of the apartment building and to protect their right and interest and only for those purpose AOA should operate. Most of the participants in the survey didn’t introduce the Law on AOA. Approximately half of participants get information about their AOA from the meetings and announcements and rest half of participants from other people’s talk or never got it.

How residents evaluate the AOA activity:

Residents of the case study AOA (Evseg Nohod) gave comparatively good evaluation on their AOA`s current activity. But most of the participants didn’t introduce with financial report of the AOA. They didn’t know how they should be introduced about it. Residents mostly don’t have any understanding and idea about the AOA`s Managing and Inspection Councils role and their activities.

Residents participation in the AOA activity:

Most of the participants involved in the survey have interest to be part in the decision making that relates to the payments. Half of the participants have participated in the AOA`s meetings and same number of participants completely didn’t know where and how the meetings have been organized.

Result of the Survey

Knowledge of the residents about the AOA operation:

Only 17.6 per cent of the participants in the survey have read the Law on AOA. But the result of survey showed that the residents have very little knowledge on what is executive body that operates daily operation of the AOA; who represents it; do the represented body fulfills their duties; do their AOA operation meets to protect their rights and interests; how to control it; and in what methods and ways they can provide control on it.

For example, 66.0 per cent answered that they don’t know Managing Councils members; 25.5 per cent know some of them. Also, 86.3 per cent answered that they didn’t introduce with financial report of the AOA that was the highest index in the survey.

78.4 per cent answered that AOA treasure consists from resident’s monthly collection, 17.7 per cent income from rent of common property, but 19.6 per cent answered that they completely don’t know about this issues. The table #1 shows results of the survey related to the resident’s monthly collection.

Table # 2 shows the understanding of residents on for what the treasure of AOA should be expended

Only 35.3 per cent of the participants in the survey answered to the question “ How do you evaluate the Law on AOA” and most of residents didn’t read this law, that’s way they refused to answer to this question to give evaluation. Who have answered on this question have gave following evaluation; 19.6 per cent middle, 11.8 per cent not good.

Residents mostly satisfy with the daily operation of the AOA especially with the cleaning. 25 per cent answered that their AOA operation is good but, 7.8 per cent answered that their AOA`s activity is not very well. Evaluation for the activity of “Evseg nohod” AOA, in the reiterated numbers 80 were positive and 39 were negative.

Citizen’s participation in the activity carried by the AOA:

13.7 per cent of the residents actively participate in the meetings organized by the AOA, but 49.0 per cent have been involved sometimes or few times, and 39.2 per cent never have participated. 33.3 per cent answered that they don’t have free time, and 5.8 per cent answered that there isn’t any result from the meetings. 43.1 per cent answered that they didn’t know when AOA meetings were held, which is also same to the answers that never participated in the meetings. The table #3 shows the answers on this subject.

68.6 per cent of the residents answered that monthly collection from tenants shouldn’t be increased but 31.4 per cent were agreeing to increase it. We also could see from answers in the table#1 that residents attach great importance the participation of all member in the decision making concerning to the collection for the AOA.

Conclusion

Residents participation in the AOA`s activity not very active, from their shallow knowledge that is in primary level they have very restrictive understanding on AOA`s role. They basically concern on the role of AOA on their elementary needs such us is cleaning, lightning, locks for doorways and so on. Also, they basically don’t have understanding to protect their rights and interests through the AOA who is represent them and provide control over AOA activity. The amount of income of citizen’s very sensible to the collection of AOA, so the tendency they prefer personally participate in decision-making concerning to any payments and collection issues.

From lack of knowledge, participation and no control over AOA activity of residents it leads to cause damage and unlawful use of common property and AOA fund.

So, there is need to take action to empower citizen and create citizens initiative through the information, propaganda and advertisement and equip with knowledge about their rights and responsibilities and principles of democracy through publications such as citizen’s handbook that will inform citizen how to elect and establish grassroots, how to work with grassroots, how to participate and control over it if it financed and elected by them in order to strengthen and make more skillful and active grassroots.
