Media monitoring /2005 Presidential election/
Globe International
has started Media monitoring for 2005 Presidential Elections
to be held on 22 May 2005. The project is financed by
National Democratic Institute based on Washington City,
USA(www.ndi.org)
Monitoring team consisting
from 11 monitors will be monitoring 4 daily newspapers:
Onoodor(Today), Odriin Medee (Dayli News), Zuuny Medee
(Century's News) and Ardyn Erkh (People's Right), Mongolian
National Radio and TV and other commercial television
channels such as TV9, TV5, Channel 25 and Eagle TV (EBC).
The project is to
carry out activities that include monitoring itself
also involves several training of monitors and it is
conducted by Rastislav Kuzel, executive director of
Slovak NGO MEMO' 98 (www.memo98.sk),
training of monitors and 5 press conferences to publicize
the results of monitoring.

Kuzel and Scott Keirin are working to help Globe International
in successful implementation of the project.
The first training
was held on 19 March 2005 at City Cultural Palace and
the participants have been introduced with media role
and responsibility during the democratic elections.
"The media serves as a forum for exchange of opinions,
public debate, confrontation and criticism, offering
the general public a chance to gain a better understanding
of opinions presented by individual candidates and political
parties. The role of media is also to provide the public
with an objective portrayal of public affairs' to be
a vehicle for the dissemination of information about
the most important developments in society; and unveil
shortcomings of political system as well as unbiased
analysis of the context in which the events occur. During
the elections this information helps the voters to make
qualified decision as to which political entity they
will give the mandates to represent their interests
in the parliament.
Media should follow the principles of journalism ethics,
objectivity, and editorial independence common in the
democratic countries.
Media monitoring
constitutes an important part of the overall analysis
of the pre-election environment and it is an efficient
tool to measure both how the state and political contestants
treat the media and how the media treat contestants"
noted Rasto Kuzel at the beginning of workshop.
Participants also
have learnt methodology of monitoring; general considerations,
qualitative and quantative analysis, measurement of
media effects, data entering, producing press releases
and organizing press conferences.

The training involves
practical exercises for data entering and analysis and
it will be continued until 18 March 2005.
The
introductory press conference was held on 18 March 2005
at press conference hall of Mongol News. About 50 journalists
and representatives of civil society and international
organizations attended the press conference. H.Naranjargal
