PUBLIC DEVELOPMENT
IINITIATING
CITIZENS' STAIRWELL DEMOCRACY MOVEMENT
The project is a part of long-term program aimed to
empower the citizens and started in October 2003. The
project's objectives are:
- To analyze the legal and regulatory framework
- To study a practice of resident’s rights
- Promote actions on the basis of one case of an “Evseg
Nohod” Apartment Owners’ Association in Ulaanbaatar.
The project
is run by the project team, consisting of 5 persons;
project leader, 2 lawyers and 2 researcher / assistant.
Activities:

Legal study (Mongolian)
Team consisted of lawyers and researchers studied
Mongolian laws and regulations, law force
acts and rules issued by Parliament, Government,
AOA and other organizations related to residents
rights. It includes 47 documents.
- Case study (Mongolian)
It was conducted among the tenants and parts involved
to AOA functioning and it was aimed
to study relationship between AOA, local government
organization (khoroo) and Apartment and Public Utility
Service Office (kontors)
- Survey
(Mongolian)
It was conducted among residents and aimed to test
their attitudes towards their AOA. Survey
involved 51 families of 3 houses of Chingeltei district.
- Awareness development
of residents
2 types of fliers educating on residents' rights
were published in 8,400 copies and distributed to
AOA and individuals.

Meeting
with residents:
Purpose
of meeting was to inform the residents in the results
of the analyzes and surveys. It was held on Movember16,
2003 in territory “Evseg Nohod” AOA of the 1st and
4th Horoo, Chingeltei district. Project team gathered
about 38 residents from houses #14,15,16.
